The pace bowler has taken 309 wickets in 71 Test matches with an average of 22.10.
Australia's chair of selectors the selector has stated that captain Pat Cummins will play a "major part" in this winter's historic rivalry.
Rumors had circulated that the 32-year-old might be unavailable due to a stress fracture in his back that remained unresolved.
Initial reports from the squad suggested no official announcement had been made regarding whether he would play, with the five-Test series set to start on the 21st of November in Perth.
He revealed that Cummins is "building up" and felt positive about his chances of participating.
"We're aware that time is getting short and there are permutations around that, aside from the back issue, but other factors as well," the selector added.
"It's positive. [We are] really confident that he'll participate in a significant role. Hopefully it's the first Test. If not, then we'll pick it up."
Previous Setbacks
Cummins was ruled out the ODI and T20 games against New Zealand and India recently after examinations confirmed a lumbar bone stress.
There is a track record of spinal problems, with setbacks in several earlier campaigns forcing him out of several home seasons in four years.
He emphasized he would be bold in recovery efforts in his recovery plan to secure his spot for the Ashes.
The selector indicated that he did not know if he had started his bowling workouts as part of his rehabilitation but conceded it was "becoming urgent" for him to recover fully for the first Test.
Contingency Plans
In case of absence, veteran batsman Smith will take over the captaincy.
The talented all-rounder was withdrawn recently from the ODI lineup for their limited-overs matches against the subcontinent side as a preventive step because of discomfort in his torso.
Bailey described it as a "minor" injury and confirmed that Green will play in the domestic first-class competition, so will be "ideally positioned to deliver overs."
"Extensive planning has gone into creating the schedule for him to participate for the first Test as an all-rounder," he elaborated.
"He was only going to play the initial matches regardless. The way he swings the cricket bat in white-ball cricket, should it hinder progress for 24 more hours, we opted to approach this more conservatively."
